What this card does

Flip a coin, and on heads you discard one Energy from one of the opponent's Pokémon.

On tails nothing happens, so it is a gamble.

What it does

Crushing Hammer

Flip a coin. If heads, discard an Energy from 1 of your opponent's Pokémon.

Pokémon need Energy attached to use their attacks, so taking Energy away slows the opponent down. Crushing Hammer tries to remove one Energy, but only if you flip heads on a coin. It is a gamble, because on tails the card does nothing.

Which deck it belongs in

Fits decks that want to disrupt the opponent and buy time while their own plan comes together.
