What this card does
It has an Ability called Repelling Veil that stops your Basic Team Rocket Pokemon from being affected by your opponent's attack effects.
It uses the Dark Frost attack to deal 60 damage plus extra if it has any Team Rocket Energy attached.

Prevent all effects of attacks used by your opponent's Pokémon done to your Basic Team Rocket's Pokémon. (Existing effects are not removed. Damage is not an effect.)
Repelling Veil is a strong defensive tool because it blocks status conditions and other non-damage effects from enemy attacks. This allows your Basic Team Rocket Pokemon to stay healthy while you build up energy for a powerful counter attack.
