What this card does
Sceptile EX has 170 HP and costs one Grass Energy to use Sleep Poison, which flips a coin to put the opponent's Active Pokémon to sleep and poison it.
It uses Unseen Claw for 60 damage plus an extra 70 if the opponent's Active Pokémon already has a Special Condition like sleep or poison.

If your opponent's Active Pokémon is affected by a Special Condition, this attack does 70 more damage. (60+ damage)
The key feature is the bonus damage on Unseen Claw. If you can get your opponent to use Sleep Poison first, their own Pokémon will suffer double trouble and take massive damage from your next attack.
