What this card does

Salamence GX has 250 hit points and requires Fire, Water and two Colorless energies to attack.

It can deal 200 damage by discarding two energies from itself.

It can also use its Flame Jet GX attack to deal 120 damage to a bench Pokemon without weakness or resistance applying.

Your Pokémon in play have no Retreat Cost, except Pokémon-GX and Pokémon-EX.

The Dragon Lift ability means your other Pokemon do not need to pay energy to retreat. This allows you to move your attackers out of danger quickly while keeping Salamence in play.
