What this card does
It has an ability that removes its weakness to Water as long as it has any Darkness Energy attached.
It can search your discard pile for an Energy card and attach it to itself.
It deals 60 damage by discarding two of its own attached Energy cards.

The key feature is the Dark Condition ability. It stops the common Water weakness from affecting the Pokemon as long as you have attached at least one Darkness Energy card.
Attacks
Search your discard pile for an Energy card and attach it to Rocket's Entei ex.
Discard 2 Energy attached to Rocket's Entei ex and then choose 1 of your opponent's Pok��mon. This attack does 60 damage to that Pokémon. (Don't apply Weakness and Resistance for Benched Pokémon.)
