What this card does
Upward Lick deals 30 damage to any opponent's Pokemon, or 50 if it is a Stage 2 evolved Pokemon.
Punch and Run costs three Energy to swap Politoed ex with a weaker Pokemon on your bench.
Swallow Up deals 70 damage normally but jumps to 120 if the defending Pokemon has less health than Politoed ex.

Before doing damage, count the remaining HP of the Defending Pokémon and Politoed ex. If the Defending Pokémon has fewer remaining HP than Politoed ex's, this attack does 120 damage instead. (70 damage)
The Swallow Up attack is the key feature because it rewards you for chipping away at your opponent's health first. It turns a standard attack into a powerful finisher when the timing is right.

Choose 1 of your opponent's Pokémon. This attack does 30 damage to that Pokémon. If that Pokémon is a Stage 2 Evolved Pokémon, this attack does 50 damage instead. (Don't apply Weakness and Resistance for Benched Pokémon.)
Switch Politoed ex with 1 of your Benched Pokémon.
