What this card does

The Libra Horn attack places damage counters on an opponent's Pokemon until they have exactly 100 HP left.

The Psychic attack deals 60 or more damage and gains 30 extra damage for each Energy attached to the opponent's active Pokemon.

This card uses Libra Horn to weaken your opponent's stronger Pokemon without knocking them out immediately. This sets up a situation where you can finish them off with Psychic later, especially if they have attached many Energy cards.
