What this card does
The card stays in play as a Stadium effect.
Any player attaching Energy from their hand to a non-Team Plasma Pokemon takes 2 damage.
Frozen City
Whenever any player attaches an Energy from his or her hand to 1 of his or her Pokémon (excluding Team Plasma Pokémon), put 2 damage counters on that Pokémon.
This card changes the rules of the game for everyone. It forces players to think carefully before moving energy because doing so hurts their own Pokemon.

It suits decks that rely on playing Energy cards frequently from hand. It also works well in mirror matches where both sides use similar strategies.
