It lowers any damage taken from attacks by 20 points.

If the Pokémon this card is attached to is a Basic Pokémon, any damage done to this Pokémon by attacks is reduced by 20 (after applying Weakness and Resistance).
This item acts as a shield for your starter Pokemon. It makes them harder to knock out by taking away twenty damage from incoming hits.
