What this card does

The Retreat Cost of every Basic non-Fairy Pokemon increases by one colourless energy.

This rule applies to the Pokemon on your bench and in play as well as your opponent's.

Calamitous Wasteland

The Retreat Cost of each Basic non-{F} Pokémon in play (both yours and your opponent's) is {C} more.

Calamitous Wasteland changes the battlefield so it is expensive for anyone to move their Basic Pokemon out of battle. This matters because players may be forced to keep a damaged Pokemon in play or leave a fresh one on the bench.

Which deck it belongs in

This card suits decks that rely on keeping their own Benched Pokemon safe while punishing an opponent who needs to switch frequently. It works best when your opponent plays many Basic Pokemon and has few ways to reduce retreat costs.
