Whenever any player attaches an Energy card from their hand to 1 of their Basic non-{W} Pokémon, put 2 damage counters on that Pokémon.
This card creates a difficult choice for opponents. They can no longer safely power up their basic water pokemon from their hand without taking significant damage.
