What this card does
Budew is a small Basic Pokémon with just 30 HP. It is not there to deal damage, it is there to be a nuisance early in the game.
Its only attack needs no Energy at all, so it can be used right away. Played on the first turn, it can lock the opponent out of their Item cards for a turn.
Itchy Pollen
During your opponent's next turn, they can't play any Item cards from their hand. (10 damage)
Itchy Pollen does a small 10 damage and needs no Energy, so it can be used immediately. During the opponent's next turn, they cannot play any Item cards from their hand. Played first, this can slow a fast opponent badly, because many quick decks rely on Item cards to set up.
