What this card does
The card allows you to choose one of your opponent's bench Pokemon.
You then move that chosen Pokemon into the active spot.
The previous active Pokemon is moved to the bench.

This card changes the board state by forcing a swap. It matters because it lets you target a specific weak or vulnerable Pokemon on the bench, making it the new target for your attacks.

It suits aggressive decks that want to bypass tough defences. It is also useful in control decks to disrupt the opponent's setup.
