What this card does

It uses Dazzle Blast to confuse the opponent's active Pokemon.

It uses Damaging Spark to deal heavy damage to the main target.

It deals extra damage to benched Pokemon that already have damage counters.

This attack also does 30 damage to each of your opponent's Benched Pokémon that has any damage counters on it. (Don't apply Weakness and Resistance for Benched Pokémon.) (120 damage)

The key feature is Damaging Spark. It hits the active Pokemon hard and also damages other targets if they are already hurt. This makes it effective against decks that spread damage around.
